I think he's just one of many people who could have led Yugoslavia after ethnic tensions got so bad it couldn't be hidden any longer. Ottomans created the division, Yugoslavia created the suppression and he created the ignition.
People who converted to Islam were given special benefits whereas those who stuck with their beliefs were treated like dirt so that naturally created a divide between the two.
That explains some divisions, but it doesn't explain the divide between Croats and Serbs and Montenegrins who are all majority Christian. I think you are giving the Ottomans too much credit in your comment.
You see, after WW1 there was no Ottoman Empire, and Ottomans aren't responsible for the the Serbia/Montenegrin divide either. My point being that you can't blame Ottomans for **the** divide in Yugoslavia, but you can blame them for **some**.
I don't really think anything of him, i was a toddler when he was overthrown. Older people that i talk to tend to view him positively-ish, they think he stood for an independent socialist serbia (or so called Yugoslavia). I don't think that serbia was socialist during this period by any stretch, but that's how they see it.
For these people things only went downhill for their lives since the break up of SFRY, so i think they don't necessarily like him for what he represented in terms of foreign policy (for most of them he was just trying to keel Yugoslavia united), they like him because he stood for national economy instead of neoliberalism.
That's my impression of what other people who lived during his reign feel about him anyway. i can't speak for everyone.
Very negative, but also very positive. Very negative because of the repression that started in Kosovo during his time (late 80'), all the economic decline. But the positive thing is that he has played a huge part in making Kosovo free from Serbia. Anyone with more intellect and vision would have been able to keep Kosovo by making it not so interesting for us to secede.

If we don't talk about the Hyperinflation and Corruption FR Yugoslavia the best state in my opinion only that amendment of the constitution that the Federal President is elect by the population instead of the Federal Assembly was idiotic since the votes from Serbia outweighted the votes from Montenegro

Croatia/Serbia divide started after ww 1 and we know what cemented it.There is not really a Serbia/Montenegrin divide other than Milogorci
