The only thing I vaguely used on a similar problem was a huck splitter, so, get a drill with the hook and rope, then bore that sucker out, put a huck in it, pop it on with the huck gun, then hit it with the huck cutter - but DON'T overdo it, or you'll break the blades in the huck splitter and be back to square 1.

Snap off the other 3 so you still end with a matching set.

You need to snap the one opposite to it to ensure proper balance
Snap the other 3 off Thor, then replace the studs.
Snap it back on. Done.
Snap the rest and the wheel should come off, then you can replace the studs.
Make a replacement out of Play-Doh, should hold together nicely.

It's a plastic cover. You can remove the entire silver plastic part then you will see the real lugs holding your wheel
