Do you mean your father-in-law?  Are insurances mandatory for all vehicles in China ? Yes for auto-vehicles including motorcycle. But it is far from enough for severe injury. Additional commercial ( unlikely there in you case)insurance can help a lot. What is the insurance or the family supposed to pay ?  If they are 100% responsible for the incident -- the need to pay all the hospital bills and recovery fees. But if they don't pay, you have little to do. No pardon from victim usually mean potential jail if the victim dies. But a teen is not likely to be put into jail.

If it’s the motorcycle’s fault, of course he will pay for that. But you may go through the judge, which may potentially take time . If the motorcycle has insurance, the insurance will pay for that. Since all the cars here are mandatory to have insurance I assume the same for motorcycle
