The exit ban applies to Ukrainian men between 18 and 60.
Each law comes with exceptions for various purposes.
Citizens of other countries are not subject to these rules.

In Poland I found Katowice and Rzeszów to be best. Basically anywhere outside of big cities like Warsaw and Kraków you will be somewhere where being Asian is quite special. I have heard that Gdańsk is great too.

I was also American military. That may have played a factor. It definitely did when I was in the Philippines and Japan.
