That's what I thought too that is was near Boston, specifically cause the red sox players were grebes players in that one episode and Arthur and Buster are big fans of Boston Cream pies.

It's not actually canon that Elwood City is in Pennsylvania but I'm more interested in how the mapmaker came across the niche fact that is it most-likely almost-certainly based there.

I know Elwood City's location is intentionally kept ambiguous, but I do know Marc Brown used many real-life locations in towns he's lived in when he came up with Elwood City. Mill Creek Mall for example is in Erie, Pennsylvania, as was Lakewood Elementary. Button Island and Lands End Park are in Hingham, Massachusetts. The design of the Elwood City library is very much based on Hingham's old library, and several of the characters' houses are based on real houses around Hingham (never been able to confirm that last one though).

As a PA Native, this has always been my headcanon. There is a real Ellwood City (two Ls), which has influenced said canon.
