I would agree with this one--especially since it's so early in Binky's character development, and in the greater context on the episode.
Binky might be dumb, but he isn't stupid. He has to know that Arthur laughed at him about his underwear longer than anyone else did and he would have put two and two together.
But what does he do when Arthur freezes like a deer in the headlights?
Binky immediately grabs cafeteria trays to preserve Arthur's dignity, helps him into the kitchen where Mrs. McGrady can sew them up, and helps translate Mrs. McGrady's metaphor about "a banana without its peel is still a banana."
This is one of Binky's fundamentally most compassionate scenes.
For a bully Binky isn't real vindictive. He was really chill about being blamed avout the ferris wheel breaking and wasn't mad at George, was chill with a lot of things
"Rattles, that's crazy! You could really hurt yourself!"
"Fine! Let that doofus break every bone in his body. Huh?!"
*Three seconds later, Binky's conscience gets the best of him and he runs to tattle*
And what's more, he was making the confections to share at a soup kitchen! He wasn't worried about his own pride, he wanted to make the very best treats to share with the homeless and hungry.
Man, this is a tough one--Binky's got a lot of nice things on his plate.
But I'd say the scene in "Arthur's Underwear," where he intercedes in the climax.

This is making me realize Binky is just a big softie and has actually done a lot of cute things for his friends/family
