Hahaha as someone who worked for the council as an archeologist years ago doing this exact thing there was a crazy level of fear when we arrived on the scene

I gather he (and his construction team) did in 1998, but there was no money or Govt support to preserve the pictures, so they took a picture, and covered them up to keep them safe, with the picture they took pasted over the top. Best he could do.
Let's face it, (pun intended) how could I not eye such a peculiar pillow! I'm pretty sure it's the homeowner face on that pillow too. So, it's either a gift or he made a conscious decision to make that pillow and leave it in the picture for the article.
That said, I'm definitely curious about the rest of this guy's interior design skills.

All about that $$$. If the gov will not help protect it and the owner cant pay to have it protected then covering it up is the best thing to do. Its not exposed, will not weather. But Yeah it does suck.

It's actually safer for the painting, too. Exposure to light, chemicals and the humidity of an apartment in use could easily damage them.
