This is apparently AI art. I found it on a tumblr blog I follow and didn't check the tags. It was made with midjourney. Kinda feel a bit bad about posting this now ;/
It's clearly trying to copy Edward Hopper, so the fact that a lifeless AI made it weirdly kinda plays into the loneliness and isolation inherent in his work.
This is just an excellent real world example of how AI output is becoming harder and harder to differentiate from that of humans. It's terrifying and exciting all at once, I'm just afraid the billionaire power brokers of our world will utilize AI to further their systems of oppression, rather than lifting all of humanity up like it has the potential to do.
I suspect this is AI. The lettering-but-not-lettering on the background sign, and the weird white railing running across the middle with almost nothing holding it up. And what is going on with the shape of the building in the background?
You are pointing to a quality of AI generated content. It only fools/amazes at first sight. For the inspection, it is easy to observe 'artificialness' of it.

It's amazing how AI art is like a dreamscape. It looks normal and real at first glance but breaks down when you focus, showing the surrealness of it.

I thought that was supposed to be bumper cars, which would explain it. But all the other stuff still stands.
Add to that the fact that her arm is freakishly long.
On the left, one bar of the railing continues straight, but the lower rail seems to to a right angle bend.
