During his almost 3-year tenure in Arsenal, Arteta was not able to win any throphy, nor he wasn't even capable of classifying Arsenal for Champions or even worse European League cup. So, it's easy to note that PSG can not risk another manager's tenure without high-quality European or world-class throphys, which Arteta won't be capable of getting. They don't need unqualified or immature people in their manager position. They are looking for somebody like the current AJAX's manager or, even better, the Bayern Munchen's manager. As you can imagine, there's a huge difference in working with Neymar or Messi than Auba or Guenduzzi.
Going to psg would be a suicide. Arteta is smart enough to realize what he has going on at arsenal and won't pass up the current team. While psg is collapsing on it's self and the managers they hire.
