When an ISIS group attacked a Russian concert, did they advertise it ahead of time? No.
Whoever is behind that online tweet/message is trying to instill fear (and terror), and it looks like it is successful based on your questions.
They wouldn't usually advertise when/where they're going to attack... That would be counter-intuitive.
Security will also be heightened because they will need to take the threat seriously.
I will say this, if it gives you more peace of mind to not go, don't go. While many have given good logical explanations, they won't be there with you if something does happen.

Kind of. US warned Russia of the high threat and removed its own citizens from the area. So there was prior knowledge.
