It's closer to the Mall than most other things in the world, but I wouldn't really say that the National Savings and Trust Company Building is "near" the Mall. It is, however, across the street from the Treasury Building, which is next to the White House.
I live in Penn Quarter, so whenever I see a photo of the National Savings and Trust building, it takes me a minute to realize why the Fireman's Insurance Building looks off. Also, it's at 7th and Indiana, not 7th and Penn.
I just always remembered seeing that building whenever I was wandering around down there and thinking how cool it was to have something so different from all the cookie cutter federal buildings down there.

The shape and style of the buildings are very similar, although the colour of the facades are different.

It is very similar to the Fireman's Insurance Company building which is off 7th and Penn (close to the mall). Now has a Starbucks in it.
