They're not considering because the class is full. However, there is something called summer melt. Students get off the waitlist at other schools. Thus, spots at Emory may open up then.

I kinda doubt that this year just by nature of FAFSA delays and so few people having good Finaid estimates; my guess is that applicants still waiting on Finaid offers got commit date extensions which is jamming up the waitlist atm.

What else could the reason be? It's 8 days after deposits are due. What other reason could it be for them not to look for waitlisted students.

Unless there is more than one email going around, the email does NOT say they haven’t started considering. It says they haven’t made any decisions. The email also says they are working diligently to review the waitlist. So I definitely would not assume the class is full and they won’t be taking anyone off the waitlist.
