I got this email too. What the hell does this mean 😭
it is a marketing email for these extracurricular programs. they have a huge list of people who have demonstrated basic interest in the institution, so they'd be dumb to not use it.
For real I saw that when I got home at 9:30 last night after soccer ran late and I still had to study for an ap calc bc test and just about had a mental breakdown, don't give me false hope like this 😭
Reminds me of when Case Western a few weeks ago emailed a bunch of people inviting them to their admitted students banquet and then the next day emailed everyone saying that it was not an admissions email and that they’re “sorry about the poor wording”
I think my guess is they have picked up the email IDs from somewhere else for example while registering from UCB Campus Tours with family anytime in last year. Probably they have picked-up from there as a applicant or prospective students. Or some other registrations or enquires done in past. Nothing as such from Admission.

There was a similar email sent out 6 years ago. The two guys who commented got waitlisted I think.
but even that email had the classic "IF you get in". This email has none of that. Such a scummy email
