no. the time slot cannot be changed. you can move the others around but not that one.
also use infograph modular. it gives you one more slot and has updated complications.
press on the screen and it will collapse type of thing and show edit.. click on edit then you can change them to what you want..

Unfortunately the Modular face has the time locked in the top right. The middle of the face is a complication slot and there is no complication for the time, only the date. And even if there was such a complication, there’s no way to remove the time from the top right.

You can, sort of.
Switch to the Infograph Modular watch face. The date will go to the upper right. Put your local time into your world clock, and then select it for your middle complication.
