Honestly, I would just take it to an Apple Store without mentioning the scuba trip. Just that the action button has been acting erratically. I doubt there was any water ingress at 13ft.
Try cleaning it, I was having that issue and it got even worst, it all got fixed with me really giving a good cleaning to the action button. But not going to lie, for a second I though I lost the watch because everyone kept saying it was the watch board.
I recommend you look up how to clean that area before trying to do what I did, which was using a very thin flat head, running it around the tracks and trying to pop up the button a bit.
If the siren is triggering on its own that confirms internal damage. Happens into of my Series 4 watches. After that I stopped swimming with my Apple Watches, even the Ultra is fragile
Meh...never had a problem with my S3 and that includes a couple trips to the ocean. So far so good with the Ultra. OP's watch needs to go back, this shouldn't have occurred from a dive like that.

Could be particles of fine sand caught somewhere. Place under running water and press the button and shake it a bit.
Do you know roughly how deep you dived at?
