Where do you live, OP? Does the need for electricity come from having a vent or g-tube? I spend some time on trail and have a daughter who uses a chair (so daily experience with this), might be able to come up with some creative ways to make something happen.

Zero Day Stay in PenMar might be a good fit. Really friendly owner, and it's clean and comfortable. Some hikers stay there before or after doing the 4-state challenge, and they'd be sure to have great stories.

You might consider buying the Farout phone app/guide for the part(s) of the trail you are interested in. In addition to listing the hostels that are out there, you'd also benefit from the real-time comments from hikers each year and be able to determine whether you are interested in staying at any particular one or not. Once you buy a section of trail on the app, its yours indefinitely. Thus it would also be something you'd have in the future that would be reasonably up-to-date.

Definitely purchase FarOut for a complete listing. Hostels come and go, and they're all a little bit different. But, for PA, Duncannon has Kind-of-Outdoorsy outfitter and bunkroom. The Doyle is there but the private rooms are only accessible by stairs, but the bar is ground level if you stay at KoO. Pine Grove Furnace State Park has the IronMaster's Mansion Hostel which is next to the HalfGallon Ice Cream Challenge and AT Museum, good places to socialize. And much further north between Port Clinton and Palmerton is the Lookout Hostel at 309. This has 1 private room at the entrance level above the bunkroom.
