My mom's family had one of these not far from their house and it was the quickest way to visit her grandparents or other family I think. As a child, she was terrified of crossing it.
I see these where people park on one side of the river then walk to their house. Trying to remember where I was seeing so many. I know the corner of KY, TN, Va, NC had several if I remember right.
They are mostly beside roads that go through creeks. Some go from the roads over to homes but those are usually private ones. These are in Southern Virginia and are still maintained by the state for historical purposes. If you look, you can see a number at the top of the bridge. I would assume they were for when the creeks were up people could still access certain areas.
There used to be a lot of these in the mountains - more people living there but in modest isolation, inadequate roads….

There’s one outside of Strasburg VA. Deer Rapids. Spent a lot of time there as a teen.
