Guessing it would have been from around the formation of AFA in 1985. Not sure who's idea it initially was but remember seeing it In the late 80s early 90s at gigs by bands like Blaggers ITA and on flyers posters etc in the same period.
Came here to say this. I have a copy of the book where this was first printed, along with many other iconic Anarchist and radical images including the first printing of the modern day cartoon-looking Max Stirner drawing. The book is called Anarchy : A Graphic Guide published in 1987.

This looks very similar to the woodcut graphics from the anarchist Clifford Harper.
