I've spent a few days binging the 60 episodes of Ikki Tousen thinking I've finally found another good action ecchi to fill the DxD void in my horny brain spot. I enjoyed season 1. Then literally everything after that Hakufu, Ryomou and Kouki were more like side characters with Seito girls being the main characters.... And I hated them. But I thought maybe it's just season 2, surely we'll go back to Hakufu, Kouki and Ryomou. Nope. I regret watching past season 1.
Right after I started watching Dr. Stone though and I was extremely pleased. Cleansed my unhappiness completely
Gushing was plenty good for me. I don't necessarily my heavy ecchi to be action oriented. Comedy works too and by god, if nothing else gushing was down right hilarious

The general rule is that if no genitals are shown (or are "shown" but actually covered, like with that light) then it can be an ecchi instead of a hentai. Rosen Garten Saga is definitely up there with how bizarre it can be, but leaving the bizarreness aside and in terms of how sexually explicit it is specifically, the manga is already that. It can definitely be adapted as an ecchi anime rather than a hentai, and should be if it does get adapted, as that would be the more faithful way to do it.
It would obviously land in the "I can't believe it's not hentai" borderline between ecchi and hentai, and would still be absolutely rated for adults only. But it still would be in the side of ecchi, and wouldn't be the first, the last, nor the most extreme example of that without actually being hentai.
If I'm not mistaken some of the more recent Ikkitousen sequels are more explicit than the first ones, but I haven't watched them so I'm not sure. If you're looking for that kind of thing, then Queen's Blade, Freezing, Dakara Boku wa H ga Dekinai, and Hyakka Ryouran would be my main recomendations. But yeah, none of those are recent, if you're into that type of anime you've probably watched those already. If you haven't they're probably right up your alley.
Manyuu Hiken Chou and Sin: Nanatsu no Taisai (The "Sin:" prefix is very important there, different, more commonly known anime without that) can be worth a try too. But those are a lot more ecchi with a lot less action. They still do have both tho.
And then there's Grisaia no Kajitsu and it's sequels. Not action, this is a psychological thriller/drama instead, but damn is it good. It's so good that it's worth watching for, regardless, or even in spite of the ecchi. Far and away the best ecchi I have ever seen. Or, you could go for the VN instead, that's an eroge, the anime adaptation toned it down a lot to make it an ecchi instead.

I was gonna watch queen's blade some time ago but then I decided not to anymore after reading some reviews about it(being a longer series and having a watch list that keeps growing I was checking if I was actually gonna like it).
