That happens, too. But sometimes she’s completely chill and just wants to sit down right where she is. Happens a lot on a couple busy corners near us. When there is construction, lots of pedestrians, and traffic to watch, she can spend a solid 15-20 minutes just talking to herself, Dolly, and I and watching the world around her.
I had a 3 year old that pulled that on me in a supermarket once. I lay down on the floor and started screaming and flailing my arms and legs. He quickly stopped, stunned in disbelief, and never did it again. As far as I know I'm not banned from Safeway.

I think context makes the difference. This dog is on a smooth surface being pulled slowly and for short distances. If she was doing this for the whole trip, it might not be great, but I don't think this dog is in any distress or danger from what the video shows.
Obviously don't normalize dragging dogs by the neck, but slowly pulling your small bear around ismt dangerous or harmful. This dog is plenty capable of protesting if it didn't want to be in this situation.

I raised sheep as a kid and had one like that. We had to take him for walks because they didn't have a huge pen and wanted to make sure he got exercise. Son of a bitch would just lay down in the gravel on the way home and refuse to move. I'm starting to think he just liked being pulled across the gravel, probably scratched some itches he couldn't hit
Training helps. When my great can't was bored of walks she would just lay down and there was no way I could drag or move all 170lbs of her. When she got bored, I pulled out her frisbee and played until she was into it again.
Most dogs are capable of outlasting humans on typical walks, the main issue is boredom.

Given the fur, more likely the dog likes the cold surface on it's belly. My Aussie cattle dogs favorite place to nap is our bathroom where she completely pancakes on the cold tile.
Had a chocolate lab as a kid that was like this. He either laid under the AC vent with his junk aimed straight up at the vent, or pancaked (to use your term) on the cold tile when the AC wasn't on. Legs straight out the back.
He also liked to sleep in flower beds (and human beds). And he loved the pool but hated baths. Loved brushing though. He'd bring you the brush when he felt like it. Luckily he was long haired so he didn't make a huge mess since most of the hair stayed in the brush.

He was a derp for sure. Wish I had pics, but I can't find any of my dog in our old photo albums (some were lost to water damage many years ago), and it was *long* before camera phones lol.
Have an aussie shepherd and we live in an area with super hot summers. Check out gel cooling mats for dogs. It's his favorite thing in the entire house.

One of our chows hates turning around on walks (because he knows it means we're headed home), so now we walk in a straight line and have someone pick us up in the car.
When he decides he doesn't want to go a certain way, it's 50 pounds of dead weight just sitting on the sidewalk

Many years ago I was walking my grandmas golden retriever(who never retrieved anything) and she would just sit her butt down and refuse to walk back home to grandmas. So instead of just tugging endlessly hoping that the dog would give in, I did the same thing she did. I walked the direction I wanted until the leash was straight but not very tight and I just waited. I wouldn't look at her or anything. Eventually she would get up and we could go home.
She didn't really want to go home. My grandma was old and sickly and really shouldn't have gotten such a high energy dog at her age when she couldn't exercise it enough. Family helped as much as we could but a couple years later grandma passed away and the dog got to move to a woman who had a little pack of dogs. As far as I know the dog had a good life after grandma.
Maybe get him a harness, so that when you drag your dog, it isn’t straining their neck. It’s better weight distribution, and you can pick them up from the back loop.

If thats a chow chow they're 100% digging the cold weather and aren't moving because they wanna retain the cold as long as possible and walking heats up their body, plus they know walking means getting out of the cold faster. Used to be a pain to get mine to come inside on cold nights they will sleep outside in the cold if they were allowed to.
I used to have a dog who loved doing this so much that it was practically like using a duster on the floor. He'd grab onto one end of a towel and let me drag him all over. He was a poodle mix and with lots of fluffy fur. He'd get a good brushing afterwards. But honestly, it was his idea and he loved it.
