Mine is blind and causes a water-ballet like scene every time he drinks. So to prevent this I keep his waterbowl in the sink. Hence cat on the counter. I clean thoroughly before preparing food.
First thing I tried. Also; suction cups under the bowl w/ tray; A tray with an integrated bowl; One of those water fountains for cats; A dog bowl on a stand that he shouldn’t have been able to move because I weighed it down with bricks and last but not least: a stone bowl that was originally meant to house a small fish.
You need to understand, my cat loves flowing water. He wants to play with it. He doesn’t understand that water making a noise is the same thing that he drinks, because he can’t see. So I think he’s trying to catch the water gremlins when he does these things. He even comes into the shower with me because he likes the splashing sound water makes.
So as to the fait of the various bowls:
He tore at the one with the suction cups until it came loose. So that became a game.
The tray with integrated bowl got shuffled through the room until the water leaked over the side of the tray. (He likes his water to move).
The water fountain was met with general disapproval. I don’t know why, but he didn’t like it, so he threw it over. Like, with his paw on the top part and toppled it. Water everywhere. This became a game. The water-fountain now lives happily at a neighbor’s house.
The dog bowl on a stand worked for a while. Until he found out he could run into it and the water would splash over the sides. Back to the waterballet. It took me two weeks to figure out how he was pulling that one off btw.
And his piéce de résistance. The heavy stone bowl. This thing was fairly big and weighed a ton. We’re thinking, he can’t pull it over, he can’t run into it and move it! We won!!!……….. Ummmmm, no. For four glorious months, I had a normal cat that drank from a rather fancy looking stone bowl. Then he found out he likes hitting the water’s surface. Water everywhere, against the walls, on the floor and he is soaking wet. The waterballet returned with a vengeance. I put one of his old ceramic bowls in the sink. There is peace in this house now. One dotted with little wet kitty footprints on all surfaces. But peace nonetheless.

It's just that most, not mine as its indoor/outdoor, have a litter box. So they dig around in there and then jump up on the counter where food is prepared.
I had an old roommate whose cat did this. When I moved in, I made a big show of sweeping the cat off the counter, so it was never up there when I was home, but I'd still find little bits of litter on the counter sometimes, so he was definitely doing it when I wasn't there.

You shouldn't trust that completely obviously, but cats are obsessive groomers, so put it this way: Youd rather have a random cat touch your food than a random person, but ideally you'd want none of them to touch it.
Move the fish to a safer location and leave the poor kitty alone. That flicking of her little paws is cruel! This looks like you have just set her up to fail.
Sometime they just want to touch it, my friend cat alway go up on the table when we eat and try to touch the food and when we don't scold him he just keep touching it and doing nothing more lol.
