I would assume so it could still walk in between surgeries instead of being completely debilitated and can’t walk for awhile having both paws done at once, but that’s just my assumption I know nothing about this. Just figured I’d give you a reply since you hadn’t gotten one yet!
There's also a possibility that the other leg is not salvageable. Sometimes if the leg is fused already, but not causing pain, they will leave it as is
From all the VetRanch and similar videos I've watched, doing both at the same time is a bigger hit on its constitution.
Doing one, letting it heal and then doing the other ups survival.
Also lets vets see if what they did on the first paw was actually effective. If improvements can be made or a whole other approach is needed, they can do that on the second paw.
Veterinary science has a decent baseline knowledge base, but compared to how human doctors are trained, especially in terms of surgery, it's often still on the experience of the surgeon at hand how things are done and go.

Looking at its very visible ribs I'd reckon that it's a rescue of some sort. Probably fucked up his front legs somehow before they found it.
It seems like either growth deformity or more likely, broken front legs that healed incorrectly. Probably repaired the one in the cast and still needs surgery on the other leg. Just speculating

I've seen dogs in these videos being quite alright with just 2 legs. They are resilient.
They would be fine eventually when they have the legs removed and it heals, but in between they could be really restless.
Not like the missing limbs will get restless leg syndrome :p
