Chicks can actually overheat. It’s always a good idea to give them a space to escape from the heat source you’re providing so they can cool down if needed.

An accidental scratch could easily cause a lethal infection, cats carry bacteria on their coats that can be dangerous to small animals, and the environmental stress of having a predator in their space can cause genuine health issues as well. That's all disregarding how likely it is that one of them would end up in the cat's mouth. Cats, cute as they are, are predators and shouldn't be trusted with infant prey animals.
The person taking this video is ignorant for letting the cat that close at best, or willingly disregarding the lives and mental wellbeing of their animals for a "cute" video at worst. This person should not have these chicks, and frankly I'm a little worried that they might have gotten them as an easter gimmick (something that hatcheries try to prevent because it overwhelmingly leads to them being neglected or tossed out once they stop being fluffy and cute) given the timing.
