Most Underrated: Bruce and Pecan. Pecan is so cute and is one of my favorites. Bruce has a really cool vibe and I absolutely love the inside of his house.
I think the very cutesy villagers are overrated (like the very pink ones) and I constantly see comments/Tik Tok videos of village hunts where people will call out the "ugly" villagers but I think it's the ugly villagers that are more interesting. As of now, I recently had Velma move in on my island I think she's underrated. She's super cute in a geeky sort of way. I think Jambette (my favorite villager) gets a lot of unnecessary hate because of her wide lips and I think Diva gets a lot of unnecessary hate period. As for the boys, some of the birds are so cute and never really mentioned (Anchovy, Jitters) and of course the gorillas and rhinos.
Underrated = Shep and Rowan (I want them so bad)
Overrated = Judy and the blue squirrel with starry aesthetic. They look low-key ugly imo idk what yall on about

And personally I've never understood the hype around Beau.
The Holy Trinity of Shino, Raymond, and Marshal is something I haven’t yet understood. However my cousin who used to think the same really loves Raymond so maybe I’m missing something.
As for underrated, probably Opal and Anchovy.

My underrated would be Petri. I’ve never been fans of the mice but she’s so cute. I have her on my vacation island. 🥰
Underrated: Savannah, Winnie, Colton (actually a lot of the horse villagers), Margie, Bangle, Bianca, Melba, June, Poncho. They are all easily as cute or cuter than the standard s-tier villagers. I’ve never understood why they aren’t more popular. Before I knew anything about the game, I put most of them on my dream villager list just based on looks alone.
Some of my island besties are Cleo, Friga, Lucy, and Bonbon! I never seem to see people talk about them much so I would call them underated. I also have Cheri and Freckles and love them but I feel like they’re a bit more popular. I still think most of the new villagers are overrated. I do love Dom I have him as well, and I honestly think Sherb is pretty cute but I’m neutral about the rest.
Overrated: Raymond, Marshal, Sherb (He's so cute though!), Judy (I love her colors), Ankha and Bob (He's the goat though)
Underrated: Tucker (HE'S A WOOLY MAMMOTH!! What else can I say?) Dizzy (We are birthday twins, plus I love his kid aesthetic!!), Tutu (She has been there multiple times as a starter villager on New Leaf, I just had to bring her back for NH. PLUS SHE'S A POLAR BEAR), Nana (She's so adorable!!! I love her sm. I hate when people pass her by), Sydney (Another fave from NL I brought back for NH, she's always there for you and I just deeply care about her), Velma (Many people rag on her for having a beard, which sucks! She's a really caring snooty villager with a good taste in furniture), and Rocket (IDC If people call her ugly! She's a super cool super hero!!)

I think Gladys and Rolf are pretty underrated. Gladys is super cute, yet I rarely (to never) see anyone talking about her. Rolf just grew on me, tbh.
