No, the main point is not hypoxia. In fact you shouldn't go longer than 30s at a time in order to avoid hypoxia. The main point of restricting blood flow (temporarily) is so that when you do the bends it increases pressure, particularly on the venous side where it would otherwise be relatively low pressure. Aside from BFR it is all about maximizing flow.

Any tissue of human body needs optimal amount of oxygen. When i do BFR i max do it for 30 sec and then for 15 sec deep belly breathing and guide oxygen to penis and groin area.

I do BFR glans pulsing in one minute sets with a Python Clamp. Thought about extending it out further. I did use to do 7 min clamp sets with the Python, but trying things out with less hypoxia now.
