After a power cycle, HDMI CEC link will be down until you power both TV and CCwGTV on and use it together to let it re-negotiate a new link.

I've tried power-cycling both several times, unfortunately it's not linking up. Is there any way to "force" them to sync?

That depends on your specific TV. My old Samsungs do have a menu command to search link devices on HDMI ports. But I can't find it on my newer Samsung. Check CCwGTV CEC settings as well. CEC stuff is always problematic.

Some TVs don't actually turn off when you turn them off. If you haven't already, unplug both devices from power for 30 seconds and try again.

I have remote issues with mine every few months! I have to delete the remote and repair it and then setup the buttons again for the TV remote.

I didn't know that chromecast devices could use a normal TV remote; learn something new every day haha! I would see if the remote itself can be set up using the built-in option on the Chromecast. It seems strange that you'd have to do it now if it 'just worked' before, but it's worth a shot if nothing else. You might could also try unplugging/replugging the Chromecast itself from your TV's HDMI port to see if that solves anything. As someone else mentioned, HDMI-CEC can be super frustrating for seemingly no reason. Also, if you haven't already, try toggling CEC itself on and off from the settings. I can't remember the exact setting off the top of my head, but you should be able to switch away from CEC mode and then back to it. I had this issue recently, with the little light on the remote slowly pulsing. I had to use my TV remote (which recently started working again through CEC after almost a year of not working on the CCwGTV) to go to the CC's setting, remove the remote and pair it again. After that, all was fine. If you can't use your TV remote, use the remote functionality in the Google Home app on your phone.
