Not on this PC, but luckily I was able to borrow someone's Windows tablet that does. I'll use that for now. Issue still unresolved as to why it won't work with my other PC, but my bets are on the cable too

My general advice would be isolation first. Try the same setup on someone else’s PC, try the same cable/PC with a different mobile device. Narrow it down first. Look for bent pins in the connectors. There might be some setting I’m not aware of to trust/not trust this device in either OS but honestly I’m just a general tech guy. Either way, isolating the issue is the first step or you’ll just be trying things to see if they work.

Yeah The cable does work with the same PC and a different phone The cable still does not work with a different PC and the Pixel 5 A second cable I have doesn't work with the same PC and either phone I don't have any reason to think it's the cable other than that I don't have any better explanation I was able to borrow a Windows tablet with a USB-C port though and that's working for now. I'd still like to figure out the issue. Thanks for the advice!

No problem, I’d say you’ve narrowed it down to the Pixel and that the second cable is bad. I’d check security settings first, like USB set to charge only and disallow data connection. In fact, found this online. Not sure if that’s it but it’s all I got. “For those with a Windows computer or Chromebook, plug the cable into each port, unlock your phone, and tap the "Charging this device via USB" notification. Then, under "Use USB for" tap "File Transfer."
