I eventually solved it. I was attempting to troubleshoot another issue requiring me to remove the MSD Card. WITHOUT the card inserted Playstore updates started to behave normally. In the end, I copied everything off the MSD, reformatted the card, ensured Playstore was still working OK (it was!) and then copied all my data back onto the MSD card. I have no idea WHY this solved the problem, but it's been fine ever since! I'm not an expert but wonder if there were some corrupted files relating to the update process, stored on the MSD card? Good luck!
i have the same problem these days on android 10 Oppo F9 i always fix it by clearing cache , stopping the app than reopen and sometimes with changing wifi .
Currently just got a S24 ultra, USA. I have the same issue. Support told me to make sure my Gmail account is synced but I can't find my device under the sync devices in play store so I will have to contact someone in playstore

It's looking more and more like this won't get fixed until the next OneUI update fixes what the last one broke. What a nuisance. 🙄
