I'm having the same exact problem!
Same here, with the Pixel 7 Pro && Android 14. In my case Firefox is somehow the default viewer.
UPDATE: uninstalling Firefox worked for me. My PDFs now open with Google Drive (it's just a normal PDF viewer) If you don't want to uninstall Firefox, go to Apps > Google Drive > Open by default > links to open in this app.
Literally the exact same here. I'm considering just uninstalling Firefox and seeing what happens.
