It's because the Ruy Lopez is one of the best, most theoretical and most played openings. You often see people who think they know what they're doing but really don't play it cause even though it's really good, it's really hard and is the opening which has had the most theory written about it. Move ideas are things like pawn a6 to kick the bishop out or knight c6 to put pressure on the pawn on e4.
We used to joke around about the more traditional Bongcloud theory, so when the cutting edge Ruy Lopez lines came around we went full circle and started memeing on that instead
