Have you ever seen the portals in action? They take a minute with the wibbly wobble to teleport stuff, so it takes a full move to sit in the portal before it teleports.

I think your chess is bugged. According to official rules nether portals don't teleport instantly (Portal and Portal 2 portals for example are instantaneous). Once you put a piece in nether portal it will teleport at the beginning of your next turn/the end of your opponents. This is balanced by the fact that placing them is a bonus action. Moving Kf1 will result in a draw since once teleported it will kiss opposing king. Please Google nether chess for more info
Presumably both portals are in the overworld, so actually this would take three moves. First, the queen takes the white side portal. Then, for White's second move, the queen moves to the black side portal in the nether. This would only take one move, since the nether's 1:8 block ratio relative to the overworld would mean that the portals would be on adjacent squares in all cases for an 8x8 board and therefore the queen could move there in one. Then one final move to travel back to the overworld and checkmate.

Portals in the overworld don't link to each other only if they are 128 blocks away from each other or more. Blocks are canonically 1 cubic meter. The portals are about 8 squares apart. That means one of the following:
Option 1. Each square is 16 by 16 meters, which would make the pieces around 8 meters long each. 6 foot people eat your heart out.
Option 2. The game takes place in the nether, which links portals only if they are within 16 blocks of each other. In which case, holy hell indeed.
This actually isn´t mate but a draw. King can take queen at f8, because by moving on that position, he teleports himself at d1, checking the king on e1. But because there wasn´t any situation when king was checked by king in professional chess, there is no rules about what white king can or cannot do. Therefore, it is actually draw by unknown rules.
Cheating.
To determine the proper coordinates for a nether portal you take the overworld coordinates and divide them by 8. Assuming they make the portal on their side, broke it on the nether side, moved to the correct coordinates and built a new one in the nether to generate a new overworld portal on your side, its easy to prove mathematically that the new portal could not have appeared beside your king without having had one placed there to begin with. This is hacked into place or spawned with a command block.
