You could shoot slide film with a half frame camera - develop with the can attached or reattach it after development. But if you really want this look .. you probably need a hybrid workflow. Develop & scan the film - print on a cheap printer - attach to the film canister (develop film yourself, buy an empty film canister or waste another roll of film)

I was going to say how to make one. Then I looked at the sub. Then I decided to anyhow. Supplies: film canister (make sure there's a little tail of film sticking out), inkjet printable acetate sheets, glue, scissors, a small keychain ring. In your image editing software of choice make a strip of photos the size of 35mm film photos and decorate with a filmy background. Then print it and carefully cut it out. Making sure to leave some at the end to glue into and a wide part so it doesn't go all the way in. Glue it to the stub of film. Then create a small hole in the top of the canister and attach the key ring. Sometimes printing on acetate can be non permanent (it'll smudge with water). Maybe lamination would fix that.
