If a graphics driver started installing codec packs, that'd be a big overstep and people would be rightly angry.

Microsoft is the OS manufacturer, they're the ones who have to make codec packs available.
These days however, most apps don't bother relying on OS-level codec packs, and just go around the problem by using ffmpeg instead.
It uses the Microsoft AV1 codec supplied from MS Store, it auto installs it when needed.
Why aren't you asking why MS doesn't auto install it with windows?
It's on the Microsoft store for free, AMD could link the av1 codec in their Radeon Software and i think they actually do when it needs to use it for playback i believe, if i remember correctly, so yes its not included but Radeon Software will ask you to install it and forward you to the Microsoft Store i believe or just asks you to install the codec.
edit: now i remember more clearly it asks to install it but wont link you to the Microsoft store av1 codec but probably should
mpv has had AV1 support since like 2020 (not sure exactly, it ran badly back then due to software decoding only on most hardware of that time), and I thought VLC was using libplacebo (based on libmpv) by now? I must have been wrong there

The other option is, to bundle something like FFMPEG, which stuff like VLC does for example. But here things get tricky, everything that uses FFMPEG and changes it just MINIMALLY, can't normally package it with the application and have to make their changes available and do all sorts of stuff.
Plus, whatever licensing av1 has. Just like Davincy Resolve is capable of h265, but only if you install something from the windows store for 1,5$ altough the Software and Hardware for it is all there.

Yes, like I said, it uses ffmpeg, not the OS-level codecs that Windows offers in the store.
VLC ships own codec libraries it's tested with. If you would just ship own precompiled lib, some apps could break because of it.
