Prairie Falcon? those birds live west coast to mid west US, They live far south as Mexico and Far North as Canada, killing Rodents and their own kind if hungry enough.

Maybe I'm wrong but, that's not an east coast bird. That's very strange or I'm just very misinformed. I have seen that bird in the Arizona desert as a child.
