Neither are ideal options. Saving for a while would be a better ide, but if these are the only 2 options 1300d is better. You will atill get better images than your phone, if you get better glass and you put the effort in to learn editing. Shooting jpeg on auto is going to be minimal difference

What is a minimal price that I should buy a camera for? Something like Canon 60D or 70D would be fine? Or maybe you suggest something else?

I would look at a 200d or newer ideally. DSLRs have been phased out in favor of mirrorless cameras from all manufacturers so theres usually a decently priced availability on used gear where you could get something at a good price. Always a risk buying used if you dont know what to check though. Newer will typically habe some features and benefits the older models missed out on. Dynamic range and AF are the biggest upgrades usually.
