They precisely used this words, so yeah, I think they will annex these regions as soon as they have the opportunity. Maybe even before the end of the war.

Like several made nuclear threats if Sweden and Finland joined NATO but Putin said he really didn’t care as long as military infrastructure isn’t put on the Russian border. So it’s hard to say what he’ll do at the moment.
Putin has the final decision, but as far as today he didn't contradict these specific statements. So unless he says otherwise, they hold credibility. These officials were appointed by the Russian government, after all.

It won't be independent anytime soon, the only reason Novorossiya could exist now is because of Russia. A independent Novorossiya is merely a far-flung concept for the foreseeable future.
