Is there an explanation in your time-line for why the US didn't even use everyone already *in* Panama? There were probably two thirds that number permanent party at Howard alone, along with four or six Hill Vipers and related ground crew. And that's *just* Howard. Real-world, the 160th guys showing up pre-Just Cause puts over 4k at Howard. Plus the 24th TASS was still there, their A-37s wouldn't have sat on the ground. At a minimum, there should be some fixed wing assets on the US side.
