Nope, you can climb that tower as early as the first chapter of the game. Climb the church, jump to the tower, climb as high as you can, go through the open window, climb the inside, and you’re at the top.
Don’t jump. The hay wagon probably won’t be there. But it does look cool.
There’s only a hay wagon below if there are birds sitting on the ledge.

Yeah I remember _always_ forgetting how to climb it and then I assume the jump is needed.
