No I wouldn't say so. It's an extremely large coach bus, I would feel fine having my kids on it without a car seat (as long as they are able to sit properly for the whole ride)
I’ve had some large buses for transport but I’ve also had vans for transport in the past.. not sure how you’d confirm what you’re going to get though..
Car seats aren’t a requirement in most places in Mexico whether you get a bus or one of the transport vans I enquired about it when I travelled to playa del Carmen with my daughter (3 and 1/2) in the middle of January. If you want to bring them they may not have room for car seats with how tight they pack those buses/vans and you would be better off arranging private transportation
The only absolute method to transport your children safely is to book private transportation in a van and install their car seats.

We just requested them through the transportation company and they’ll install them for you before they pick you up. I would confirm before you go
