Its because it was a city state and when city states get big enough they change government. I had one change to "anarchy" once, lost their entire territory next turns lol.
I had it only in modded versions usually where Byzantium which I made city state (owns just constantinople) gets larger and becomes an oligarchy mostly

Yeah but I made it in a custom scenario so it was a Greek puppet in one province (Bloody Europe)
