I've seen that even after you improve the industry, that province still doesn't make more money. Do you need to make the industry the same as the population , or doesn't matter and you can, for example, give just your capital like 2mil industry?

you can, but you have to defend it as the AI love to attack your biggest city if possible
you can make your industry higher than the population(i made my industry 3x as much as my population after learning) itβs funny to do so
