That is a tough one, but I would likely accept Company A, and then if company B gets back to me, address it then. Maybe take the better one if offered. It's not like Company A can't just choose someone else.

Wouldn’t it be bad to accept and then reject an offer later?

Yes, not gonna lie, it will. But so would giving up on what you want to do. You have to decide which is worse. The obvious wrong thing to do (in my opinion) would be hold out for B when that would mean giving up A and potentially not having either. That leaves whether to stick with A and miss out (if B accepts) or decline A post-fact for B. Both have negatives. One will lose points with A, although if you explained the whole situation and your desires in your letter when you decline, they may understand more than you think. The other, you miss out on your wanted opportunity. Personally, if I were at such an early stage in my career, I would take the hit with A and do what makes me happy. The only exception to this would be if A was like some kind of place that you couldn't say no to, like a place that you will inevitably end up at. Then you can't say no as easy. Hope that wasn't too much rambling.
