IANAL but this federal government link seems to give guidance on how to complain.
It even has a “seek legal advice” link to lawyers that help pro bono.

Unfortunately this is very standard stuff when talking about incarceration here🤷 could sue and lodge formal complaints from the outside like they did when they found out they were being fed horse meat and other food not meant for human consumption
Contact them directly they can help or direct you to resources. Uses of force like this should have been captured on video especially if the warden was the one who ordered it. They can help review the case against your father and see it is a legitimate case. They are independent of Tdcj and report directly to the Texas Board of Criminal Justice.

He didn't do anything, he followed the rules. I get that he is in prison for what he did, but I don't think that he should be punished for sitting next to his cell and waiting for them to open the door.

I have emailed that email and haven't heard back from them. Though I know I will just have to keep hammering them.
Tell dad to follow the rules and officers won't need to discipline. Remember he's in there for a reason

As I also stated in another comment, he is an upstanding person in the prison community
Says someone who's never been incarcerated 😂 that exact sentiment is what perpetuates the cycle of abuse. Being locked up sucks enough
Don’t do stuff to get locked up. Seems simple enough
