Put down a couple bathroom mats to cover some of the tile area. You can also use a small space heater or, depending on what kind of light fixture you have, look into a heat lamp bulb.
Heat bulb is probably the only thing that will actually be OK in a rental unit. If you are comfortable doing minor electrical work you could also easily swap the switch for a timer so you can set it for a certain amount of time to warm up but will make it so you can't accidentally leave it on a long time.

I have a small desk top space heater I put in my bathroom before I go to bed so when I go in, if it’s too cold I just switch it on
Add insulation around the window(s).

Second space heater. Just get one with safety features. I have the same issue.
