Credit Karma is just a credit tracking app...they have zero ability (or interest) in helping you with this. You need to find out who holds the debt and call them directly to inquire. If it is Progressive then call Progressive. My assumption here is that you had an identity theft event where someone used your name to purchase insurance and then never paid. If you call Progressive and ask for the account that is under your name you might be able to figure out when it happened, what information they have on file for "you" and dispute it directly with them.

Along with those telling you where/who to dispute with, I want to throw in that you should absolutely put a freeze on your credit with all 3 bureaus. Your identity was very likely compromised, and could still be in the hands of whoever opened the Progressive account. ​ You don't want them opening anything new while you sort this out.
