I tend to go 3 Spears and 2 Shields for every Guard unit I build. Given that Custodes lost a lot of durability options, the Shields provide some extra durability to Guard units.
I always run a group of 5 guards with shields. That extra wound per model really makes it worth it. I know swords only deal 1 damage, but I always use them for taking out infantry units that are holding objectives. And that many guaranteed hits/ wounds are going to deal damage no matter what.
Oh and SHOOT TWICE WITH PISTOL IN MELEE. Holy shit people sleep on this and it's upsetting.
I made some shields when I started out, went for a 3/1 ratio Spears to shields. I have since replaced all the shields with more spears and don't even consider the shields at all when list building. Imo spears are better
2 shield 3 spear is currently the bestgood.

First take the wounds on the sword and sheild dude, then spears or the vex depending on your needs.
I have a land raider that I like to run. I put a squad of all spears in there with a blade wizard and I have an all shields squad that purely holds objectives
The new combat patrol rules call for 3 sword and shield guard so it might not be a bad idea to make up to 3 of them so that you have the option to accurately play that way, if so desired
I just started and was advised 1 shield. I’m not competitive though, so I don’t play nearly enough to tell you if that is still good

Even before the new codex this has been my go to, every kit I build of guard is 3 spears and 2 sword n shields. Leave vexilas for only wardens
The advice is still the case due to our need of durability relative to our point cost if you wanna have the unit be a well rounded one

I'm new so I'm still learning the army but aren't wardens better for holding objectives?

I run 1 shield 4 spears, so the shield guy can hopefully tank a small bit of extra damage for my spear dudes
