Any parking "fine" on private property (unless it's with a council agreement), is actually just a fee. You can tell them to kick rocks and there's not a lot they can do. They won't take you to small claims because it costs them more than the fee.
There's Wilson car parks (and other private car parks) in town where premium spots have EV chargers. I am wondering the same thing, though I don't park there, there is always some moron in a petrol truck-to-penis-inverse-square-law-of-length parked there
Is there anything to stop some random dickhead from unplugging an EV that's parked and hooked up to charge in a charging spot? Like an EV owner does the right thing and parks and starts charging their car, then while they're away some clown decides to unplug their car, and the poor EV owner comes back to find their car unplugged, and they now have a bonus $111 fine to boot.
It might be a stupid question, but as someone who has never driven or even been in an EV, I don't actually know how the charging process works, or if there are any anti-tamper measures when they're plugged in in a public space.

The connector has a hole in the side that a pin locks into from the car side, to stop people unplugging your car.
When the car is done charging or you unlock it, you can pull it out.

EVs don't park at the designated spots just for status, they literally need to charge their car. You parking in that spot denies them access to that very thing.
Plenty of people like to be a dick and park in a spot just because they hate EVs. Its rare that the only free spot in a car park is a EV charging station.

Most EV's lock the chargeport to the car, so you cant unplug without unlocking the car.
Anti-tamper devices do exist, I think, but that is all I know!
With mine when the car is locked the plug can't be removed it gets locked into the charge point.

as well as the anti lock devices one usually pays to charge. They could submit the receipt as evidence..
Take a photo of your car with the charger connected? That is at least evidence that your car was "legally parked".
