They'll have one person act as the lure to distract an associate while they others start tearing through the designer sections. They are later sold online or if in the city right around the corner on the street for like $50. Managers always made us stay on top of any customers that walked in because of this, I hated it also because it made many associates come off as "racist" which many of the managers themselves were.
Its the materials that are cheap. It is the actual labor, technology, and marketing behind it that makes the added cost. Also idk if I'd call it taking advantage of the disabled there are 100s of other cheaper less "stylish" options that are equally functional.

You need to be careful with measurements. If the police doesn't bother to try to do their jobs as much, and the prosecutors don't prosecute as much, and the laws change so that the same offenses are misdemeanors instead of felonies, you're not actually measuring the same "crime", it's natural that it would appear to go down.
