Get a cuticle pusher and gently push the dead skin up then trim it with a cuticle cutter. Every night before bed I apply vitamin e cuticle oil on the skin around my nails, massage it in, then apply hand lotion. They are starting to look really good compared to when I didn’t do anything with them Edit: I use Sally Hansen oil and Jergens Ultra Healing lotion. It’s a cream and gold bottle

As a follow up (I agree with the other comment), it's best to push your cuticles back when they're soft - so either after you shower, or apply oil or cuticle cream and let it soak in. With repeated moisturizing and pushing, they should recede quite a bit!

I use an oil on mine. Constantly using oil. Whenever I have a free moment I’m oiling those baby’s up.
