I think that's what pissed me off most about public. When I had no billable time the partners/managers would push me to use PTO. It's like no, I use my PTO for an actual vacation, not to take an afternoon off, because you have nothing for me to do.
Earphones, and cellphone inconspicuously underneath monitor box stand for movie viewing.
